Theory being I cannot get a tap to go in as the first set of threads are fubared. Lets go in through the back-door
How they got fubared: someone used a snap-on power tool on them and drove them in. And that someone wasn't me. I'll be giving that person the benefit of the doubt this time, and only this time.

Apply anti-sieze. Use product as on the packaging, threads are cleaned. When the plug went in by hand I started to cry from the joy of not having to pull the cylinder heads. To make sure the plug was actually in there I used the borescope:

@Hatermkr debt for pointing out this tool to me. Caveats there is some finagling as the hemi heads are thicker than most LS heads so you have to play with the turn nob and it is highly recommended you thread a bolt into the turn nob to pull up with. I have some other things to clean up like new exhaust gaskets that also got fucked up but yeah.
